Implementation of replica exchange monte carlo for bayesflow

Recently, I implemented replica exchange monte carlo for edward (as you know).

I tried implementing this method for tensorflow.contrib.beyesflow.

Definitely. Try asking in tensorflow/probability's Github issues. We’re moving all probabilistic software into that repository.
